Williamsport Municipal Water Authority (WMWA) and Williamsport Sanitary Authority (WSA)
Support VOTE YES on $400 Million Act 64 Bond Referendum which will appear on the November 4th ballot.
On Tuesday, November 4th, the citizens of the Greater Williamsport Area are urged to cast a YES vote
on the referendum question authorized by the PA Legislative Act 64 which asks whether the Commonwealth
of Pennsylvania should incur four hundred million dollars in debt to support grants and loans to municipalities and public
utilities to carry out environmental projects including drinking water and wastewater upgrade projects.
Williamsport and tributary municipality customers of the WSA are facing large rate increases due to state and
federally-mandated treatment plant upgrades and sewer system improvement projects which are projected to cost over
$140 million to complete by the year 2012. The grants and low interest loans which could be made available by the
Act 64 and other state funding initiatives could significantly reduce the eventual cost to the
WSA and its customers for these projects.
Act 64 funding, if authorized by the referendum, could provide grants for up to $30 million or more for WSA treatment plant improvements, and possibly additional millions of dollars for sewer system improvements for our municipalities to control wet weather overflows to the Susquehanna River.
In this time of economic uncertainty it will be extremely important for the Commonwealth to provide significant financial assistance to municipalities to complete our state and federally-mandated improvements.
